soft power [軟實力]
The phrase was coined by Joseph Nye of Harvard University in a 1990 book, Bound to Lead: The Changing Nature of American Power [軟實力這個名詞是由哈佛大學教授約瑟夫奈在1990年出版的書中創造的]. He further developed the concept in his 2004 book, Soft Power: The Means to Success in World Politics [在他2004年出版的書《軟實力：世界政治成功的手段》中，他更進一步闡述了軟實力的概念]. The term is now widely used in international affairs by analysts and statesmen [現在這個名詞被分析師們跟政客們廣泛的使用在國際事務上].
For example, in 2007, Chinese President Hu Jintao [胡景濤] told the 17th Communist Party Congress [第十七屆黨代會] that China needed to increase its soft power [中國需要增加軟實力], and the US Secretary of Defense [美國國防部長] Robert Gates spoke of the need to enhance American soft power by "a dramatic increase in spending on the civilian instruments of national security… [透過大大的增加國家安全的民間手段來增加軟實力]". In 2010 Annette Lu [呂秀蓮], former vice-president [前副總統] of Taiwan, visited South Korea and advocated Taiwan's use of soft power as a model for the resolution of international conflicts [主張台灣軟實力作為國際衝突的解決辦法].
